(St. Paul, MN) -- A consitutional law expert thinks the Minnesota Supreme Court will hand Governor Pawlenty a defeat on the unallotment issue. The governor is challenging a lower court ruling that he misused his authority to trim money from state spending. Hamline University's David Schultz says the question really becomes whether it's going to be a narrow or a broad ruling. The more broad ruling is to basically trim his wings across the board on the unallotment which would put back in play several billion dollars that was taken out of the budget. One week from today the state Supreme Court begins hearing arguments on the unallotment controversy. There's no indication when the high court will issue its ruling.
